Capacity building can be done in programs, actions, and steps designed to develop and improve the knowledge, skill and expertise of individual in order to increase the capacity of the Ministry to carry out its functions effectively and efficiently.
Usually capacity can be Education and Training. Education gives intellectual, moral and social instruction. It is about thinking. Training teaches skill or behavior through practice and instruction (On Job Training). It is about doing.
Who responsible for Capacity Building
Personnel Department (PD) is in charged of determination any training. It is responsible and should be seen to act on delegated authority from line management. The entire process must be well managed by PD. It also has to evaluate the source of company to train individual employees and those sources can be internal and external.
